EU Citizen Registration Certificate

Citizens of a Member State of the European Union, another State party to the Agreement on the European Economic Area, or Switzerland who will reside in the territory of the Spanish State for a period of more than three months may apply for this certificate. To do so, they must prove they have sufficient financial means, namely:

  • Employee
  • Self-employed
  • They have sufficient financial means for themselves and their family members, exceeding the amount established each year by the General State Budget Law, so as not to become a burden on Spanish social assistance during their period of residence. They must also provide public or private health insurance, purchased in Spain or another country, that provides coverage in Spain during their period of residence equivalent to that provided by the National Health System.
  • Be a student enrolled in a public or private institution recognized or funded by the educational administration to pursue studies or vocational training, as well as have public or private health insurance contracted in Spain or another country that provides full coverage in Spain and a sworn declaration that you have sufficient resources for yourself and your family members.

Residency Permit for Family Members of EU Citizens

Family members of EU citizens who are not nationals of a member country may apply for a Residency Permit for Family Members of EU Citizens, which will allow them to reside in Spain for more than three months if they wish to join the citizen or accompany them during their stay.

Family members eligible for this permit are: spouses, registered partners in a union similar to marriage, children under 21 years of age or older who are dependent on the citizen, parents or other dependent ascendants, other family members dependent on the citizen in their country of origin, and family members who have lived with them continuously for at least 24 months in their country of origin. Unregistered common-law partners may also apply for this permit, provided a stable and lasting relationship can be demonstrated.

On the other hand, family members of Spanish citizens who return to Spain after having lived in another EU country, the European Economic Area, or Switzerland, may apply, but not simultaneously, for either a temporary residence permit as a family member of a Spanish citizen or a temporary residence permit as a family member of a European Union citizen, as provided for in Royal Decree 240/2007. In the latter case, they must prove that they have legally resided in their country of origin, complying with the conditions of Directive 2004/38/EC.
